His overriding goal: to get back home to his family.Working in mixed Mexican-U.S. teams, participants had to look simultaneously at both countries’ legal systems—and beyond the law. Mexico’s 2011 Migration Law established a human-rights framework, including recognition that people in irregular status are still rights-holders and that humanitarian aid should not be criminalized.Javier showed just how powerful that framework is: under Mexico’s Constitution, fundamental rights belong to people, not only citizens. Even as immigration authorities repeatedly violate protections guaranteed under Mexican law, amid intense pressure to enforce U.S.-driven migration containment, migrant advocates can win when they challenge abuses in court.Nancy described another historic shift: Mexico is no longer simply a country of transit. For the first time in UNHCR’s monitoring, Mexico has become the principal intended destination for many people on the move.     Seeing migrant care firsthand in Mexico helps U.S.-based advocates better understand migrants’ experiences and the different ways shelters support them.One of the shelters we visit is El Refugio Casa del Migrante, which sits on a hilltop in a highly-marginalized, low-income area of the Metropolitan City of Guadalajara. Below, the train tracks cross through town. For the past 15 years, migrants have hopped off here in the Cerro del Cuatro to rest, eat, and recover.In the past, Father Beto has led humanitarian efforts to care for thousands of migrants at a time. Today, about 40 families and individuals remain across El Refugio’s specialized shelters, working to rebuild their lives in an often-hostile environment while navigating lives that stretch across multiple borders.As part of our immigration program, we make a biannual donation to @elrefugiogdl and DIF Guadalajara. This year, we donated 360 eggs—about a month’s supply—to El Refugio. We also sponsored our 14th dinner at DIF CADIPSI Belisario’s shelter for people experiencing homelessness in San Juan de Dios, where migrants and the houseless converge. Through these connections, our program not only learns from those on the front lines, but also finds small ways to support the work they do every day.
